Fresno: small loans, real coverage, and an insurance problem to solve first
Fresno is one of the more forgiving coverage markets in California and one of the less forgiving insurance markets per dollar of rent. A duplex in the Tower District can clear a ratio comfortably; the same duplex can fail if the only carrier willing to write it charges a premium built for a wildfire zone.
Property types that carry the file
- Duplexes and fourplexes in the central city
- Single-family rentals in Clovis and northwest Fresno
- Small multifamily near the hospital and university corridors
- Older single-family homes with large lots in the county
Where the rental demand comes from
This is not a market forecast. It is the set of anchors that decide whether a unit re-leases quickly and at what rent — the part of the file that does not move when financing costs do.
- Agricultural processing and agribusiness employment, which is seasonal in parts but rooted in place.
- Regional healthcare and the hospital systems that serve the whole San Joaquin Valley.
- State and county government offices, plus a state university campus.
- Logistics along Highway 99, which has grown as distribution pushes inland from the coast.
- Continued affordability migration from coastal California, which raises prices but also expands the renter pool.
The rent
Absolute rent is lower, so a single vacancy costs proportionally more of the annual income. Underwrite to the market rent the appraiser will support rather than the top of the local range, and keep a reserve sized for a month of vacancy plus a turnover. On fourplexes, the rent roll matters more than the unit count: two long-term tenants and two recent leases is a different file than four at market.
The county tax line
Fresno County reassesses at transfer, with Prop 13 limits afterward. Special assessments and city parcel charges exist but are smaller than the coastal equivalents. Because property values are lower, the fixed portion of the tax bill is a larger share of the housing cost — a small dollar increase moves the ratio more than it would on a coastal property.
Insurance
This is the binding constraint. Older housing stock, older roofs and older wiring make carriers selective, and some national carriers have pulled back from California generally. A dwelling policy may come from a surplus lines carrier at a premium that is high relative to the rent. That premium sits in the coverage denominator, so it has to be quoted before the ratio is trusted — not estimated from a rule of thumb.
Short-term rentals and local rules
Short-term rentals are a small part of the Fresno market and the city regulates them; the rules are not built for investor-scale nightly operation. Underwrite to long-term rent. If a property is being marketed on short-term rental projections, treat that projection as unsupported until the city confirms the use is permitted.
Not legal advice. Local ordinances change, and each city enforces its own rules. Confirm the current requirements with the city, the county and the HOA before you rely on rental income of any kind.
What we watch on a file here
- Get a bound insurance quote before you write an offer — this is the file-killer in Fresno.
- Ask for the age of the roof, the panel and the sewer line on anything pre-1980.
- Size the loan so a single vacancy month does not break coverage.
- Confirm the unit count on converted houses; unpermitted units generally do not count toward rent.
- Weigh resale liquidity in the smaller valley towns, not just the ratio.
